The Permanent Resident (Skilled Regional) 191 visa serves as the second stage for individuals who currently hold a 491 visa and have been residing and working in a regional area for a minimum of 3 years. Additionally, the 191 visa is also available as a Permanent Residency pathway for Hong Kong applicants. While specific requirements may apply, such as work experience, English language proficiency, and financial capacity, there are no occupation-related criteria for this visa category.

Yes, your partner can become the main applicant for the Visa 191. However, all applicants, including the partner, must have lived in a regional area for at least 3 years while holding the 491 visa.
No, you are not required to be invited for the Visa 191 application.
If you are holding a 491 visa, a language proficiency test is not required. However, applicants applying from the HK stream will need to provide evidence of functional English.
